Our staff has provided environmental, energy, engineering, and planning support to numerous clients, including the Department of Defense, Department of Homeland Security, Department of Energy, Department of Commerce, Department of Health and Human Services, Department of Justice, Department of Interior, Department of Agriculture, General Services Administration, and commercial clients and state agencies.


Solv's founders are Tom Grome and Purvagna Amin. They have dedicated their careers to providing practical solutions to environmental, energy, and public health and safety issues for federal, state, and commercial clients.


Tom Grome has spent more than 30 years directing numerous multi-million dollar programs involving environmental compliance and planning, prevention and treatment of multi-media wastes, energy management, process engineering, research and development, information management, and homeland security. Before forming Solv, Tom was Vice President of Eastern Research Group’s (ERG’s) Engineering & Science Division for 11 years. Prior to joining ERG, he served for 13 years in various senior operations, business development, and program management positions with Radian International. Tom has supervised the successful performance of more than 250 federal, state, and commercial contracts. He holds a B.S. in Chemical Engineering from the University of Cincinnati.


For nearly 30 years, Purvagna Amin, PE and LEED AP, has led and supported nationwide, regional, and site-specific contracts for government and industrial facilities. He has applied his environmental, energy, engineering, and planning knowledge to lead and support a range of initiatives, including water resources, flood risk management, and climate resilience studies; environmental permitting and compliance; environmental management system (EMS) development and implementation; pollution prevention; emerging environmental issues; National Environmental Policy Act (NEPA) evaluations; energy management program design and implementation; energy use and benchmarking analyses; energy audits; commissioning, recommissioning, and retro-commissioning studies; feasibility studies; engineering studies; facility and master planning; cost estimation and economic analyses; policy development; and training. Prior to forming Solv, Purvagna served as a Vice President and Group Manager within ERG’s Engineering & Science Division. He has successfully managed more than 300 contracts and projects.  Purvagna holds a B.S. in Chemical Engineering from Northwestern University.
